The U.S. has imposed a lower limit on worker pay since President Franklin Roosevelt signed the 1938 Fair Labor Standards Act, which declared a minimum wage of 25 cents an hour. Today, federal law requires that most U.S. workers be paid at least $7.25 per hour, a national standard that hasn't been raised since 2009.
